DOSC uses a thought-partnership model that focuses on enhancing the public health system’s management and leadership capacities while preventing dependency. We leverage existing structures and platforms to foster self-learning, collaboration, and coordination among key national and subnational stakeholders.

We deploy public health technical expertise and experience in relationship building, convening power and alignment of public and private systems, policies and practices towards scaling public health and development concepts. We develop new insights into situations; question conventional approaches; encourage new ideas and innovations; design and implement new or cutting-edge programs/processes.

The hallmark of our work is creating awareness and understanding among local leaders, which enables them to own, lead and sustain commitments and actions. The approach, termed thought-partnership involves three iterative steps:

We adopt the work from Behind (WfB) model to ensure that sustainable capability is built through self- learning and continuous improvement as public and private sector leaders take on identifying and providing solutions to real-life challenges as they learn innovative practices. This approach is rooted in a theory of change, which shows that actively engaging with the existing system to identify and resolve strategic issues without significant disruption to its structures, ultimately improves capacity and promotes sustainability.

We create of crops of competent, adaptive and committed leaders; improve competence in program design, implementation and management; and build commitment to openness and transparency in knowledge development, sharing and use.

Our organization is committed to driving positive change through data-driven policy management. To achieve this, we have developed a comprehensive strategy that focuses on three core pillars: enhancing data use for policy management, achieving alignment of national and sub-national priorities, and strengthening institutional and leadership capacities. This strategic approach is designed to foster better governance, informed decision-making, and sustainable development.
